Abstract     The "numerus clausus" principle expresses that the performance of the health activities that may be carried out only in the framework of legally determined organisational forms. As a rule, the primary and most adequate form of performing health activities is an institution that is organised as public institution. Medical service may be carried out by a doctor based on the granted concession, but only if he has the status of a private doctor. The private doctor may, together with other doctors, establish a private or capital company, as well as a silent partnership.
