Abstract | Background In political and other debates much of attention is paid to public ‐ private partnerships (PPPs). These partnerships are perceived as a tool of meeting public demand by private supply. In theory there are at least four different forms of contract partnerships according to the amount of risks transferred to the private sector. Conclusions Public ‐ private partnerships are neither the only neither the preferred way of providing public service. On one hand they tend to lower financial burden of the public sector but on the other hand PPPs require complex ways of management and monitoring. It is highly important to consider specific circumstances of individual projects in question. | |
Summary | Izhodišča Pojem javno-zasebnega partnerstva (angl. public-private partnership) je v zadnjem obdobju pogosteje obravnavan v širši politični javnosti, saj naj bi bilo mogoče s pomočjo zasebnih vlaganj izvesti marsikateri projekt v javnem interesu, za katerega javna sredstva niso (v zadovoljivem obsegu) zagotovljena. Zaključki V teoriji so poznane poleg statusnih še najmanj štiri oblike pogodbenega javno-zasebnega partnerstva (JZP) glede na prenos tveganj na zasebni sektor. JZP niso edina niti prednostna pot za izvajanje javnih služb. Po eni strani razbremenjujejo javni sektor finančnih obveznosti, na drugi strani pa zahtevajo zapletene načine upravljanja in nadzorovanja. S kar največjo skrbnostjo se je potrebno odločati od primera do primera, ali je mogoče s sodelovanjem z zasebnim sektorjem k skupnemu dobremu prispevati več, kot bi zmogel javni sektor s samostojnim izvajanjem storitev. | |
