Abstrakt     This artiacle highlights ways of satisfying basic needs of users of the institutions of mental health. The authors conclude that most of the time only biological needs are satisfied, in a way which is not the interest of the users, rendering them even more dependent, with less control over their lives and unable to develop their potentials. Only a system, which would enhance their sense of individuality, authonomy and control over their lives, the one that is aimed at developing and putting into practical use their capabilities is in the interest of users. Some ideas of what is wrong with mental hospitals, conceived by some foreighn authors, are presented. The basic interests of institutions are outlined and a conclusion is reached that they have very little in common with the interests of users. Basic principles of dezinstutionalisation are put forward and its objectives are defined. Finally, the principles of good practice in services of community mental health are described.
