Abstract     Disability is becoming a problem that can no longer be managed by occasional mesures but requires a systematic and complex treatment. Along with the factors impairing human development, a need for correction of disorders and for the rehabilitation of handicapped appears. The World Health Organisation requires various services to get prepared for carrying out the rehabilitation programmes. In Slovenia, as elsewhere in Europe, only a minor part of population is participating in all rehabilitation programmes; in the undeveloped areas these are not satisfactorily implemented and handicapped in these areas are at disadvantage. Special skills are needed by affected persons as well as by the families of children with developmental disorders. Disabled persons should be capable of everyday activities, of settling their financial affairs, taking care of their own health, assuring social security and of communication with others. If they can not manage this by themselves, the provisions should be made for these tasks to be carried out by others.
