Abstrakt | Awareness of the evolving global AIDS epidemic resulted in the Initiation of many activities in Slovenia aimed at limiting the potential spread of HIV infection and the burden of AIDS in the future. ln 1983 the first Federal Committee on AIDS was established in the former SFRY that included Slovenian members. Since, the Slovenian programme for prevention and control of AIDS has constantly evolved. In 19% the Slovenian Parliament adopted the Slovenian Law on Communicable Diseases, that listed AIDS as one of the communicable diseases. The Slovenian National AIDS Prevention and Control Programme 1995-2000 document defines the national policy, the strategy and activities to fight the developing epidemic of HIV infection and AIDS in Slovenia. A broad consensus to the proposal of this document was achieved at the Consensus Conference in Ljubljana on 27 September 1995. The Programme was adopted by the National AIDS Committee at the Ministry of Health at its 29th meeting on 13 June 1996. It was also adopted by the Health Council at the Ministry of Health at its 51st meeting on 3 October 1996. Three goals of the programme are to prevent new infections with HIV, to limit the personal and social impact of HIV infection and to mobilise and unite the national prevention and control efforts. The Ministry of Health is responsible for its implementation, with the support of the multidisciplinary National AIDS Committee. We are aware of the fact that well organised national prevention and care programme will result in the smaller scope of the HIV/AIDS problem in the future. | |
Izvleček | Ob razvijajoči se epidemiji aidsa v svetu smo se tudi v Sloveniji odzvali z mnogimi aktivnostmi, da bi kar se le da omejili širjenje okužbe s HIV in breme aidsa v prihodnosti. Slovenci smo sodelovali pri Zvezni komisiji za aids, ki je bila ustanovljena že leta 1983. Od takrat se je slovenski program preprečevanja in obvladovanja aidsa nenehoma razvijal. V letu 1995 je Državni zbor Republike Slovenije sprejel slovenski Zakon o nalezljivih boleznih, ki je aids uvrstil na seznam nalezljivih bolezni. Slovenski nacionalni program za preprečevanje in obvladovanje aidsa 1995-2000 opredeljuje nacionalno strategijo za ukrepe proti razvijajoči se epidemiji okužbe s HIV in aidsa v Sloveniji. Široko soglasje k predlogu nacionalnega programa smo dosegli že na Delovnem srečanju za politično soglasje o soočanju z aidsom v Sloveniji, ki je bilo v Ljubljani 27. septembra 1995. Program je 13. junija 1996 na 29. sestanku potrdila Komisija za AIDS pri Ministrstvu za zdravstvo. Zdravstveni svet pri Ministrstvu za zdravstvo ga je obravnaval in sprejel na 51. seji 3. oktobra 1996. Trije cilji nacionalnega programa so preprečevanje okužb s HIV, zmanjševanje osebnega in socialnega vpliva okužbe s HIV in aidsa ter mobiliziranje in združevanje nacionalnih prizadevanj. Za izvajanje programa je odgovorno Ministrstvo za zdravstvo, kjer deluje medresorska in interdisciplinarna Komisija za aids. Zavedamo se, da dobra izvedba nacionalnega programa pogojuje manjši obseg aidsa in okužbe s HIV v prihodnosti. | |
