Abstract     In many cases the effects of pollutants on ecosystem are simply ignored and left out because there is no way to measure their impact on the environment or human prosperity. Ecotoxicology has provided many methods how to measure toxicity of chemical in the environment, however only a few of them widely applied and legally adopted. Still, there is no direct measure of the impact of pollutants on human health and welfare. Recently, the idea of sustainable development and allocation of risks across the entire society and across generations has been accepted. Important factors in environmental risk decision making are also values and value jugdements wich should pervade the proces of risk assessment, risk management and risk communication. Any effective environmental program needs to be ethical to survive in the long term.
