Abstrakt     All human history has been full of violations of human righls and of human dignity. On the other hand, it is becoming more and more evident that just the respect for the dignity of the human being and for human life is a foundation of our civilisation and a basis of all other values as well as a basic condition of peace and prosperity in human societv. At the international civil level the most experienced and respected institution in the field of protection of these values is the Council of Europe. The article deals with some of its most important endeavours in the field of bioethics. In the first place there is the Convention on Human Rights and Biomedicine with its additional protocols. Some events and dilemmas at the drafting of these protocols are described. These are mainly the issues concerning the protection of the human embryo and of human genetic heritage an ethical regulation of research on man and of transplantation of organs, the rights of persons with mental illness. In these areas the Council of Europe has made important achievements. Unfortunately, discussions about binding standpoints concerning the rights of terminally ill persons and euthanasia have slopped for the time being. Slovenia takes an active part in these activities. In comparison with other member states of the Council of Europe it enforces the Conventions and recommendations in the domestic legislation in an outstanding manner.
