Abstrakt     The importance of 'risk environment' as an extension to behavioural models of HIV transmission and behaviour is proposed. Risk environment is defined as a bounded space in which factors exogenous to the individual interact to increase chances HIV transmission. A simple model for analyzing risk environments is proposed involving two levels (micro-and marco-level) and four types of envirormental factors (physical, social, economic and policy). Drawing on 63 semi-structured qualitative interviews with HIV prevention experts in Serbia, we go on to demonstrate the usefulness of understanding the risk environment in relation to stigma among populations vulnerable to HIV transmission. We conclude by discussing the imptications of our analysis for HIVprevention intervention capable of appreciating the need for environmental and social change.
