Abstrakt		Responsibility for health is a relatively new definition, often understood by each person in a different way, but usually by placing it out of oneself or his own empowerment. Health care and health insurance law includes that responsibility, and lists all the so called health care carriers in the society. Legal statements are one matter, but quite another matter is, how author tries to find answers to questions, what actually is the responsibility for health, who is really responsible, and what that means for each individual, the environment, he lives and works in, but also for the state, its legislation, responsibilities and obligations. Taking into consideration the existing system of health care and health insurance the necessary amendments in the system of rights are also indicated.
