Abstrakt		As European strategic targets health for all, prepared by WHO, are valid also for Slovenia we have to consolidate our strategy in health policy accordings to which primary health care means the foundation and base of all the health services. Therefore the professional, cadre, organizational and financial strengthening of primary health care means only the implementation of WHO European targets and health policy to which we have to commit ourselves not only declaratively but also in fact. Private work surely means an important strengthening and enrichement of primary health services and of entire system of health care, but not also a decomposition or abolishment of health centres. The so called integrated preventive-curative centres of primary health care, with us known as Health centres (Zdravstveni domovi), which employ dispensary method of work with combining of preventive, curative and socio- medical activity in an uniform system of primary health are not at all obsolete. They are more than ever becoming an up-to-date factor, incorporated into new concepts of health care, based above all on health, health promotion and primary health care. It is, presumably, not of great importance whether they are in state, private or combined property; it is however important that they persist and fulfill their mission in an up-to-date public health and primary health care with their team and dispensary approach. Fast and radical changes can damage health care system. If it does need reforms and modernization it must be treated as an uniform system, i.e. it is necessary to reform primary, secondary and terciary, subsystem simoultaneously but cautiously and gradually without too big commotions. Therefore the institutes should become in all these subsystems the amalgamating, professional and organizational core.
