Abstrakt		About 70 percent of U.S. EMS services are located in fire departments, but robably only about half the population is served by fire department EMS. Most non-emergency EMS functions, i.e. transfer of ill patients between health care facilities, are provided by private ambulance companies. Many governments are looking for ways of decreasing their tax-support of EMS, with the result that many jurisdictions are turning to the public utility model or private providers. The trend toward "managed care" in the U.S. health care system is expected to put new demands on EMS providers which may make it more difficult for volunteer and fire department-based EMS to continue in their previous forms. EMS in rural areas is likely to remain dependent on volunteer services.
