Abstrakt     Public sector as a subject of public finances includes state and management organs, social insurance systems and public financial part of operations in public enterprises and in public financial institutions. Social insurance is one of the ays to finance the rights of social serurity. With the passing of a new legislation on the domain of health care and health insurance in February 1992. legal frame for the establishment of the Institute for Halrh Insurance of Slovenia as an indipendent, financially fully specialized public sector institution and the only provider of the compulsory national health insurance in the Republic of Slovenia, has been given. Following are characteristics for the system of social health insurance: the insurance is universal and compulsory; financial sources are the contributions of employers and employees; interests from its investments and state participation in the form of additional contributions. Contributions are paid from current incomes of insurees and have therefore a great influence on the expences of workers. If the liable payers oppose to contributions, the obligation is assured under state to contributions, the obligation fulfilment is assured under state constraint. Contributions are collected into fund (in Slovenia: the Institute for Health Insurance of Slovenia), from which the rights of insurees are financed. Funds act on the principle of non-profit-making and solidarity. Functions of contributions as a financial instrument of public finances are: reallocation of production factos, redistribution of income among the members of society, a balanced functioning of economy and influence on economic growth. It is therefore necesary to cinsider the extent of all the cited characteristics when defining the degree of contributions for compulsory health insurance on the base of incomes and also outgoes trends analysis according to individual categories of insurees.
