Abstrakt     The purpose of the project is to present a possible way to solve organizational problems on the primary level in the period of private sector introduction. As long as the process of privatisation is minimal in comparison with the "remaining part" of the institute, the considerations about such a model do not seem logical and necessary. But from the last two-year experience when already more than 30% of the health programme is performed in private consulting rooms and the privatisation process is continuing, we are coming to the conclusion, that the losing of an overview on the functioning of health sector in its entirety and breaking of health system in a certain region (e.g.community) is a severe weakness of the system. There are a lot of excuses regarding the attempts of preserving the positive sides of organized health services, especially the one of an urgently needed change in legislation resp. its amendments. The presented model sinthetises positive sides of up-to-the-present organized health care system (e.g. organizatioon of Health Centre) and positive changes brought by the privatisation. I. Starting-points of the proposed model are: a) existing legislation; b) different interests of providers of activities (i.e. physicians); c) positive sides of organized health sector (HC system) from the viewpoint of ahieving a high standard of health care (supply quality); d) negative economic consequences of the cited system: e) positive sides of private sector; f) conflict situation of implementing of public services in the form of private work. II. Advantages of the proposed model resp. arguments for its introduction into the system: a) no need for the change in existing legislation; b) advantages of private sector are introduced into a well organized system; c) no revolutionary changes; d) exceptional flexibility and adaptability of the model; e) openess of the model.
