Abstrakt		In the introduction are presented the first results, problems and dilemmas that appeared with reforms in health secotr: Basides all dilemmas of a new democracy, the question of justifiability of health centre as the most adequate organizational unit has arisen as well. According to democratic principle, the consumers should control the providers of health services via competition. Thus, the health centres meet the concept of competition for the first time. It is now the question either to retain health centre ensuring such organizational changes that could complete with private sector considering their strenghts and eradicating their weaknesses, or to yield health centre to blind forces of desitegration and persist under the patronage of the state. Health Centre of Šiška is presented in the project and its strengths and weaknesses are analysed. The consequence of all the occuring weaknesses in Health Centre is an - for people - unkind Health Centre. The analysis of the most frequent complaints of patients is presented; from it derive measures for the improvement of the tenders quality. It is especiallyi important that consumers of services are better informed through various media. An idea about a brochure with most important information which would contribute to the improvement of tenders quality is presented.
