Abstrakt		An efficient inspection is far more important than the implementation of the ecological logislation itself. The inspector in practice need a global knowledge better than a bare knowledge of measures and penalities. The passed penalty can not have the same effect as the restitution of the state prior to the pollution has, if the restitution is physically possible at all. The environmental inspection does not comprise only the repression over those who cause disturbance on the neighboring real estate property, but above all the ecological education based on the established defectivness and incorrectness. The repression could only be the final measure to impose, when no other measures of the inspection intervention provide the desirable effect. The inspection over the state of environment and economic exploitation of natural goods presents an integral part of a good handling woth the nature, space planning and environmental protection. An intervention in due time can prevent a bigger economic damage. By having an effecient inspection we consolidate the legal state, strengthen the discipline of the citizens and raise the public concern for the environmental protection. The inspection confirms with the health interest and represents an essential part of the health prevention. Therefore some call the environmental protection "a hygienc of the environment", while the inspection is considered as "a sanitation of polluted environment. The inspection represents also a way to consolidate the legal state through the supervision over the implementation of the legislation which provides legal ground for issuing the acts on space planing and for passing penalties.
