Abstrakt     The Flemish School Health Services (SHS) consist, since the Law of 1964, of the preventive healthcare network, within which the Youth Health Care for schoolchildren (3 to 19 years) has been carried out until a short time ago. For the same target group, but to a large extend separately organised, a support supply was provided for by the Psycho-Medical-Social (PMS) services on the level of psychological and social functioning, learning and studying and the process of study choice. The actual vision on pupil's counselling, as well as from a social-medical as from psycho pedagogical point of view, requires an integration of both services into one transparent and recognisable structure. With the creation of Centres for Pupil's Counselling (CPC), the Flemish Health Administration tried to comply with this new challenge. Core ideas for the, functioning of those new centres are: the health and well-being of the pupil is essential; the functioning is principally demandoriented, with exception of the basic program of preventive healthcare; a special attention is paid to risks and to risk groups; acting in the neighbourhood of the schools is targeted; the guidance is based on interdisciplinary collaboration and networking. At the occasion of the creation of the Centres for Pupil's Counselling, also the general program of preventive healthcare for schoolchildren has been actualised. Since September 1th 2400 the Centres for Pupil's Counselling are operational and, with a trial period of three years, the new functioning is gradually been applied
Izvleček     Po zakonu iz leta 1964 so flandrijske zdravstvene službe sestavljene iz mreže preventivnih zdravstvenih služb, v okviru katere je vse do nedavnega delovala tudi Služba za zdravstveno varstvo otrok in mladine (od 3. do 19. leta starosti). Vzporedno so bile za isto starostno skupino orgaorganizirane tudi službe za psihosocialno in zdravstveno varstvo, ki pa so delovale bolj ali manj neodvisno od prve. Usmerjene so bile v svetovanje na področju čustvenega, sacialnega in profesionalnega razvoja ter poklicnega usmerjanja otrok in mladine. Koncept delovanja svetovalnih služb zahteva s socialno-medicinskega in psihopedagoškega stališča, povezavo obeh zdravstvenih služb v enotno, priznano institucijo. Z ustanovitvijo Svetovalnih centrov za šolsko mladino je poskušal flandrijski Zavod za zdravstveno varstvo zadostiti tej potrebi. Ključna izhodišča delovanja novih centrov so: zdravje in dobro poču je učenca sta bistvena delovanje, prilagojeno potrebam učencev (z izjemo osnovnega programa preventivnega zdravstvenega varstva); posebna pozornost ogroženim skupinam; povezovanje z izvenšolsko skupnostjo; povezovanje z različnimi strokami in dobra medsebojna komunkacija. Z ustanovitvijo Svetovalnih centrov za šolsko mladino se je začel izvajati tudi splošni program preventivnega zdravstvenega varstva. Svetovalni cetri so pričeli delovati 1. septembra 2000 s poskusno dobo treh let in so začeli v neposredno prakso postopoma uvajati nove koncepte.
