Abstract     The careful treatment of appeals is a important part of efforts for better relations between patients and their relatives. The appeal helps them to find out, where are the problems by services, what makes possible of better work quality. Appeals must be accessible to everybody and they should simple to use. Procedure must be effective, fair and confidential. lmpartial treatment and objective decisions-making should be assured. The decision, including a declaration of reasons for must be made to appellant. Ihe human rights ombudsman can play an important role over the whole relationship. The ombudsman work can be performed throughout the entire network of the public health service on the state as well on the local level. State assembly can define special laws for ombudsman in the field of the patient's rights. ln recent years there has been an increase of proposals for special ombudsman on the state as well on the locall evel. Any decisions regarding the creation of a special ombudsman will have to consider the rationality and economy of their establishment. Special (quasi) ombudsmen are usually established by the executive state authority or by local community. At the local level ombudsmen will ha ve a lower level of independence and autonomy. The establishment of special ombudsman for patient's rights cannot be the abetment or excuse for ineffective ways of appeals inside the health care system. An ombudsman can control but cannot substitute for the system appeals concerning health activities.
