Abstract		In the hospital healthcare system a resource allocation system for acute and non-acute treatment is used which is separate from that used for intensive care units, tertiary treatment and out patient. The payment system will take into account the complexity and cost of patient treatment, transferring the focus of payments from the service provider to the patienc. Cornmon efforts of resource allocation models are always towards increasing health system efficiency, fairer access and high quality clinical treatment. Updating models classifying acute hospital treatments is intended to make resource allocation fairer and more transparent. Healthcare financing must be based on financial fairness to the service provider, while the needs of citizens and quality of healthcare should be che criteria for allocaring resources.
