Abstract     The development and the integration of quality management systems is nowadays a reflection of the needs of an organization in order for it to consider all essential points and impacts of its activities. An organization tries to ensure the integrity of management and to become and stay successful. In the first part of the paper, the author presents some starting points for harmonious and holistic approach to the implementation and further development of quality management systems. Management staff must a have clear vision a policies for an approach, which considers different interests of stakeholders, the present and future core capabilities and other aspects of organization. The fundamental tasks of management are to ensure a suitable organizational climate, and allow the evolutionary change of values, and to change the organizational culture in the direction of an innovative organization, which is in the process of learning. Management is the catalyst of such changes. The mission only determines the frame of changing. To achieve a desired state of affairs - a business-like excellence, the highest developmental phase of an organization - there is a variety of management systems and models to malce use of and which present a rested ed viewpoint of ensuring a quality management Only by taking into consideration the manifold and essential viewpoints in the working process these organisations are enabled to transfer from good organisations to excellent ones. It is the integration of the various systems of management which allows an increase of quality, a suitable rate of competitiveness, business efficiency, permanent development and social accountability. The latter feature is of great significance when it comes to public health organisations. (Abstract truncated at 2000 characters)
