Abstract     By accessing the EU, the acquis communautaire applies for Slovenia also in the field of health security and health insurance, which means that at claiming of health services either in Slovenia or abroad, the founding contracts, appropriate European directives and regulations, decisions of the board for social security of workers-migrants, judgments of the European Court and the Slovene internal social security legislation, must be followed. As the only holder of the compulsory health insurance, the Health Insurance Institute of Slovenia prepared bases for the claiming of urgent or necessary health services during temporary residence in the EU and EEC countries and the countries awarded for bilateral social security agreements. The Institute also prepared bases for the claiming of the appropriate health services in case of permanent residence in the EU and EEC countries and the countries awarded for bilateral agreements. It established a European health insurance card and followed the European regulations concerning planned health treatment abroad. For the reason of integeal legislative implementation in the field of the coordination of social security systems that concern health security and health insurance, bilateral social security agreements and some other, still valid agreements, the Health Insurance Institute made a project, called "International insurance", which is meant to establish a single and transparent international insurance system. The Republic of Slovenia will follow the development of events concerning the mobility of patients and internal market of health services within the EU. In case the directive of internal market services is adopted or the Article 23 of the directive is appropriately transferred to the up-todate Regulation (EEC)1408/71, Slovenia will make precise rules and procedures that in this case will concern refunds of a non-hospiral treatment in the EU and EEC countries.
