Abstract		According to the estimates of different agencies, frauds in healthcare represent between 10 and 20 % of the budged provided for healthcare services. This rather alarming situation is often associated with the shallowness of theregulatory oversight on one hand and the complexity of today's medical services protocols on the other. The dispersal of claims across many insurancecompanies and the high transaction volumes processed by most insurers further add to the abusiveness and fraudulency of the healthcare systems. This paper addresses the domain of fraud detection in health insurance and outlines the project that was launched in TRIGLAV, Zdravstvena zavarovalnica, d.d. with the aim to develop a system for fraud detection. The purpose of the paper is also to bring to the attention of the Slovenian healthcare community the importance of this field.
Summary		Po podatkih agencij, ki se ukvarjajo s preprečevanjem goljufij v sistemih zdravstvenega varstva, je med odhodki za zdravstvene storitve po nekaterih ocenah okrog 10 %, po drugih pa celo okrog 20 % takih, ki jih je moč povezovati z goljufijami. Takšno stanje se najpogosteje povezuje z relativno plitko zdravstveno zakonodajo na eni strani ter na drugi strani z vse kompleksnejšimi protokoli zdravstvenih storitev. Če upoštevamo še dejstvo, da se zdravstvene storitve ne krijejo zgolj iz enega vira ter da imamo opravka s procesiranjem velikih količin podatkov, potem je razumljivo, zakaj so sistemi zdravstvenega varstva tako odprti za nepravilnosti in prevare. V prispevku obravnavamo to področje podrobneje ter predstavimo projekt izdelave informacijske rešitve za odkrivanje goljufij, ki smo ga vzpostavili za potrebedružbe TRIGLAV, Zdravstvena zavarovalnica, d.d. Poleg omenjenega je namen prispevka tudi opozoriti slovensko strokovno javnost na pomembnost področja odkrivanja nepravilnosti in goljufij v sistemih zdravstvenega varstva.
