Abstract     With the onset of HIV infection, the relation towards the illicit drug consumers, who have - owing to risky behaviour - over the night become potential transmitters of virus HIV, has primarily changed. A radically changed relation towards the drug consumers was therefore necessary. At the beginning, especially the programmes intended for dependence treatment prevailed, but to-day there are mainly preventively oriented programmes for diminishing the risk of virus HIV infection in Western Europe. The first countries to undertake such measures were the most treatened ones (Netherland, etc.). These coutries worked out a new concept, called "The policy of diminishing the harm caused by ilicit drug consumption". The concept of this new health policy towards the illicit drug consumers is presented in short.
