Abstract     Public medical care means a planned mobilization of local regional, national and international capacities to eliminate health problems, which could attain the most serious dimensions in the case of natural disasters. Natural disasters cause economic loses and material damage, as well as, loses of human lives, they provoke health disorders and hinder medical service, so that the aid coming from other regions, out of the stricken area, is necessary. Natural disasters connot be predicted, however, they can be anticipated. To prevent or at least to mitigate some dire consequences, people must be aware of the danger that the natural disaster could bring and they should know to act in such cases. Therefore the main preoccupation of public medical care is to rouse general awareness and to train people to react in the case of disaster. This service has to prepare a list of standard medications and provide a stock of necessary items. In the case of outburst of an epidemic a sober judgment is very important and correct evaluation of epidemiological situation is a must. Besides, temporary shelters have to be organized and the stricken area must be evacuated. All these activities should be carefully planned and centrally coordinated. Special attention should be directed towards specific problems of medical ethic, especially while treating the victims.
