Abstract     System of planning, analysing, follow-up and acceptance of measures which were implemented by Health Centre Velenje regarding consumers needs and material possibilities for the satisfying of needs in view of the system of financing is described in the project. Within the last decades, the town Velenje has differed substantially from Slovenian average. Uncontrolled development of industry, mining and energetics has gradually brought into town the whole "Yugoslavia". The number of inhabitants increased mainly due to immigration. Immigrants were primarily students, young people and young families. The share of immigrants from other republics amounted to 20 percent of inhabitants. The young ones were left to pure chance as far as employment, flat, setting up a family and arranging the custody for children is concerned. This development was not backed by infrastructure. Health insurees in the town of Velenje were not only permanent residents of Velenje community but also numerous commuters and temporarily registered citizens as well as moonlighting (illegal) workers. According to the published data (Občasnik ZZS No. 2/1995) there are 25,8 percent more insurees than inhabitants. The Slovenian average of this deviation between inhabitants and insurees is only 0,4 percent. However, data concerning the number of the cmployed are not negligible. The average of employed inhabitants is in Velenje 51,6 percent, in Slovenia only 39,08 percent and in the region of Ravne na Koroškem 40,49 percent. The extent of health services is influenced also by the share of rural inhabitants. There are only 1,05 percent of insured peasants regarding the total number of inhabitants (449/42.756) in Velenje, while in Slovenia this percent amounts to 4,45 percent (88.613/1,989,408) and in the region of Ravne na Koroškem to 2,62 percent (3.504/133.888).
