Abstract | The realization of adopted business strategy for the Institute for Health Insurance of Slovenia with presumed missions, orientations and aims calls also for a completion of the organizational structure of the institution. Functional connectedness defines the limits of competences and responsibilities, and the ways of communication among organizational units at a certain project-matrix-multilinear organization. Execution of this organizational model conditions a solid and precise normative regulation of organizational structure and organizational processes. This is a question of defining individual professional domains and headquarters tasks in the management of the institute, of settling of competence issues and of establishing the communication ways among competences (areas) and departments (spheres). Competences include headquarters posts and domains in institute management as well as area units, while departments include sphere units. The tasks of competences are an uniform and coordinated solution of individual operational professional and developmental problems and of problems from the domain of institute activity. Departmental tasks are the rational operative solution of issues and problems on individual locations and individual domains of institute activities. The aim of functional connectedness is to prevent the confiicts arising among individual decisions and orders of "professionally responsible" (competences) and "success responsible" (departments). | |
