Abstract     First, the contribution deals with the significance and basic theoretic starting-point of the purpose of the insurance on a general level; then it tackles the special level of voluntary health insurance for covering copayments for health services up to the full price (coinsurance amounts) and of additional vountary health insurance. Later on the contribution elucidates and analyses the investment theory and compares it to the Slovenian regulations regarding investments; it defines the investments terms and investments principles, compares them to the investments extent in developed countries and analyses the approach and preparations of the Institute for Health Insurance of Slovenia in regard of the adjustment to the Law on Insurance Companies in all the segments of operation. Three years after the revival of private sector and its significant establishment, some Health Centres already seem to be the main bearers and practically exclusive coordinators of the health care implementing on the primary level. Their operation meets more and more difficulties, as their extent is being reduced due to the private sector, while on the other hand, the attitude of private providers is different (only an estimated third is performing preventive services). This non-cooperation resp. uncoordination offers two parallel systems, and one of them is becoming redundant. A mutual collaboration on higher functionally organizational levels, which primarily assures the integrity of system is the most difficult to obtain and can be established only extremely slowly. The influence of other institutional system factors is hardly present at all. Direct influence of Ministry of Health is insignificant and the indirect one through founders is negligible. in spite of reproaches about the predominance in system there is almost no influence on the congruity of development of both sectors from the side of the Institute for Health Insurance of Slovenia.
