Abstract     In Slovenia, health is viewed as a state of complete biological, social and mental wellbeing, and along with this concept, a modrn, and in the first place, a less moralizing attitude has been adopted towards the issue of illegal drug use and towards the users themselves. The main rason for the changed approach to the issue was the information about the rapid spread of HIV infection among people using drugs intravenously, which was provided by the WHO. The recent trends in Slovenia show that an incrasing number of young people, especially secondary school students, take interest in the use of illegal drugs. It is crucial to formule preventive programmes specifically tailored for this target population. They should have achievable objectives and must consider the specific lifestyles, values and norms of the young generation. In 1993, a wide ntwork of comprehensive health and psychosocial care programmes for substance users with a low and high entrance threshold was established in Slovenia. The development of objective methods for evaluating these programmes (including health care programmes) in terms od their effectiveness and rationality must be given high priority in the years to come. Another problem that will have to be faced is a balance between professional and moral dimensions of treatment programmes for substance users. Self-help groups, set up to pursue interests of both illegal drug users and their closest relatives, have been gradually gaining ground. They want to have a share in formulating programmes designed for them, but, unfortunately, their sugestions are only too often rebuffed by their environment and the institutions. The committee for the implementation of national programme of substance use prevention, established by the Health Council of the Republic of Slovenia, remains the central body initiating and coordinating a broad range of activities in this area.(abstract truncated) at 2000 characters.
