Abstract     Basic orientation and activity of syndicates is still represended by the fight for the improvement of material situation and standard of workers, the fight for higher salaries, shortet working time, longer annual leave and better working conditions. Syndicates have tried and are still trying to reach these goals through a developed system of collective negotiations with employers. Basic principles for the regulation of mutual relations between employers and workers are the seme in economy as well as in non-economy. In the sphere of non-economy there is a certain "privilege" of managing these problems, as the negotiating partner is the state with its institutions of management and conducting. The state with its laws and regulations "makes easier" the negotiations between manager and syndicate regarding the problems arising from labour relations. The term "collective negotiations" here denotes negotiations with syndicate. The agreement itself also shows that is the result of collective negotiations: it is called resp. general collective agreement. The basic function of negotiations is the solving of conflicts.
