Abstract     Budget financial system always indicates limited financial means. An important question therefore is, in what way we could earn additionl means, and an even more important, in what way we could save some extra money. Managing in all institutions causes conflicts between medical and economic profession. In economic organizations all the employed pursue the same object: to manufacture and to sell at a price which is acceptable to market and is at the same time profitable. But in health insititutions the mentality among health personnel is: "We treat irrespective of price; let the economist charge the payer such prices that there will be no losses." For doctors "economic price" is the price which covers every cost made by them, while for edonomitcs "economic price" is the price which covers the costs of procedures in accordance with doctrine, protocols and other defined procedures. The use of pharmaceuticals in inappropriate doses, unnecessary diagnostic or therapeutic procedures are not only expensive but also painstaking and useless for the patients. Useless or unnecesary services can not be a constituent part of the price. However, managing of costs is at the moment the most effective way of how a health institution as a non-profit organization should behave as a profit organization. The fact is that the state gives a certain amount of financial means for the functioning of health system, while providers must manage to realize their mission within thee means. Knowin that losses in health institution are not a satisfactory motive for health workers to economize, it is necessary to find a way for reflecting the effects of economizing also in the form of material stimulation. Crieteria for stimulation must be measurable resp. concrete.
