Abstract | Experiences gathered when establishing public health information system suggest that weak points of public health information systems are reflections of: - undetermined national health care development strategies (due to political end economic changes - transition); - national health and health care prioriies not yet agreed; - inappropriate aiming, planning and managing of health care services; - presence of different conceptual approaches; - existence of ethical ambivalence (social equity and clinical advocacy); It is our suggestion that the process of setting-up public health information systems should always implement (incorporate): - support to health objective principles; - support to health care services; - support to utilitarian principles (maximum good for the maximum number within current resource constraints); | |
