Abstract | Institutes of Public Health ensure preventive health needs for a broader social community. The knowledge of their origin, purpose and role is insufficient and also their treatment in the frame of the health care system is more or less marginal. Justifiability and urgency of their forming and functioning is clearly demonstrated by their development, as the institutes presented the very first form of national health care. Reorganizations kep changing their role and also diminishing the knowledge of their activities as inhabitants did not need them. But these changes have not changed their purpose. With the description of the Institute of Public Helath of Kranj, the present functioning of the institutes consisting of-by the law - prescribed socio-medical, hygienic, epidemiologic and health-ecologic activities is described. Concrete dataon staff, performed work and financial managing are to a great extent the illustration of existing conditions and can also serve for analyses and comparison with the remaining institutes. The spreading of market relations and their introduction into health activities demands reserve and coutiousness. This is espe cially valid for the Institutes, their up to the present way of operation being namely closest to this orientation. But a radical change of their statute and corresponding way of financing is necessary regarding their role and aims. This is the only way to ensure human health independently within a healthy natural and social environment. | |
