Abstract		Health promotion is one of the most important primary health care activities. Its importance increased especially due to the WHO commitment to disease prevention and health promotion. The article deals mainly with the rules for successful health promotion programmes in primary care and the dilemmas they raise especially with aspect to the situation in Slovenia. The rules are the following: consensus about the problem, adequate financing, coordination of the programme, organisation of practice activities and ethical acceptability of the programme.
