Abstract     Health condition estimation of candidates for drivers and drivers of motor vehicles in road traffic presents an important element in assuring safety in road traffic. In 1953 the first instructions for issuing of certificates of physical and mental capacities for the driving of motor vehicles were published in the ex-Yugoslavi (similar instructions were issued by the World Health organization only in 1956). In 1959 the first centre for the realization of preventive medical and psychological examinations of candidates and drivers of motor vehicles was established. In the past 40 years there were several changes and supplements of the guiding rules for the estimation of driving capacity. When preparing the new fundamental legislation regarding the safety in road traffic it was observed that the present regulation has already been outdated and inadequate. To facilitate the preparations for a more modern regulation we examined diseasea, conditions or defects that had been encountered most often when estimating driving capacities and were simultaneously the topi of the discussions on expert level. Therefore we processed the whole issue of the second-graded driving commission from 1975 onwards. The spheres of neuropsychiatry (especially of experts for alchocol and epilepsy) and of ophtalmonology presented the morst important part of the estimation. For that reason, when preparing the new regulation a special significance will be given to those twospheres, so that its previsions will be te more competent and contemporary and at the same time the less exclusive, all with only one global aim - to asure the biggest safety in road traffic both to the drivers as well as to all other participants.
