Abstract		In the article a concept of discharge measurements for the monitoring of emissions is presented. It is shown that for the control of discharges multilevel approach is needed with a clear responsibility matrix. Reliable data from emission monitoring are needed also for the preparation of the environmental quality evaluations, and to join with a suitable methodology the results from both types of monitoring: emision monitoring and environmental qulity monitoring on the basis of combined approach as requested also by the Water Framework Directive. In the second part of the article key issues regarding the monitoring of the discharges form the polluters as well as state point of view are adressed. It is clear that only measurements are not enough, but also the requeasted accuracy levels that have to be achieved taking into account. Some common reasons for the mistakes are presented and discussed, that may occur in discharge measurements structures.
