Abstract     The World Health Organization has issued international health regulations to prevent entry of quarantine diseases such as the plague, cholera and yellow fever. The regulations describe procedures connected with preventing the entry and spreading of such diseases. In the research project, procedures for preventing entry of quarantine diseases by ship are described. Every year, aproximately 1200 ships from various parts of the world with 20.000 crew members and approximately 2000 passengers reach the port of Koper. The health inspectorate is performing a surveillance based on these international health regulations.Possible procedures for the prevention of entry of quarantine diseases are represented regarding epidemiological situations in the states from which the ships reach Slovenian ports. Two procedures are described. When there is no danger of entry of those diseases and when a great risk for entry of those diseases exist. When epidemiological situation is unfavorable, a procedure is performed by health inspector. When epidemiological situation is unfavourable a procedure is done by a health inspector and medical doctor specialized in maritime medicine. For reliable prevention of entry of quarantine diseases and undisturbed ship traffic, flow of goods and people, it is necessary to ensure 24 hour presence of health inspector in the port of Koper and constant readiness of medical doctor specialized in maritime medicine. the realization of defining these responsibilities has been given to the Regional Institute of Public Health of Koper, Institute of Public Health of the Republic of Slovenia and Clinic for infectious diseases and febrile states of Clinical Center of Ljubljana.
Summary     Za preprečevanje vnosa karantenskih bolezni kuge, kolere in rumene mrzlice, je Svetovna zdravstvena organizacija izdala Mednarodni zdravstveni pravilnik, ki podrobno opisuje postopke v zvezi s preprečevanjem vnosa in širjenja teh bolezni. V referatu so opisani postopki za preprečevanje vnosa karantenskih bolezni z ladjami. V luko Koper letno pripluje približno 1200 ladij iz različnih delov sveta z 20000 člani posadke ter približno 2000 potniki. Zdravstveni inšpektorat izvaja nadzor na osnovi mednarodnega zdravtsvenega pravilnika. Prikazani so tudi različni možni postopki glede epidemiološke situacije v lukah, iz katerih priplujejo ladje. Opisan je postopek, ko ni nevarnosti za vnos teh bolezni, kot tudi postopek, ko obstaja veliko tveganje za vnos teh bolezni, oziroma, ko je na ladji oseba obolela z eno od bolezni navedenih v tem pravilniku. V postopku, ko je epidemiološka situacija ugodna, sodeluje zdravstveni inšpektorat. V neugodni epidemiološki situaciji sodeluje ob zdravstvenem inšpektorju še zdravnik pomorske medicine. Za zanesljivo preprečevanje vnosa karantenskih bolezni in nemotenega ladijskega prometa, pretoka blaga in ljudi, je potrebno zagotoviti 24 urno prisotnost zdravstvenega inšpektorja v luki Koper in stalno pripravljenost zdravnika pomorske medicine. Potrebno je natančno določiti vlogo Zavoda za zdravstveno varstvo Koper, Inštituta za varovanje zdravja Republike Slovenije in Klinike za infekcijske bolezni in vročinska stanja Kliničnega centra v Ljubljani.
