Abstract		This report focuses on plannings one of the most important functions in the operation of an enterprise. The introduction provides some theoretical explanations of planning, and outlines the basic planning guidelines used in for-profit institutions, on the one hand, and in public sector organisations, like University Medical Centre Ljubljana, on the other. Understanding the external environment and internal structure of the enterprise or public institution is a prerequisite for successful planning, and these factors should always be taken into account in basic guideline setting. It is necessary to determine the time frame of planning activities and to ensure that all those responsible for the formulation of basic guidelines and planning take active part in these activities. The drawing up of plans for the year 2002 and the problems encountered during the preparation phase are illustrated on the example of the University Medical Centre Ljubljana. After the confirmation of the basic planning guidelines there followed the phase of coordination and adjustment. All plans for the year 2002 were approved by the Professional and Administrative Associadons and Organisational Units within the determined time frame, and the data were prepared for being fed into a computer and used for implementation monitoring.
